Regulatory Affairs and Professional Licensing

Mr. Seder has represented clients before the United States Congress, the Federal Trade Commission, the United States Department of Justice, the Illinois Executive Inspector General’s Office, the Illinois Legislative Inspector General’s Office, the Illinois Department of Financial and Professional Regulation, and the Illinois Department of Public Health, as well as numerous other state and local governmental entities. These matters have included license applications, license renewals, enforcement actions, compliance activities, and governmental investigations. As a former SVP of Regulatory Affairs for a hemp extract company, Mr. Seder has vast experience with regulatory issues involving the United States Food and Drug Administration, the United States Department of Agriculture, and many state and local regulators that govern the manufacturing of hemp and products made from hemp. In addition, Mr. Seder has successfully represented clients in the state-authorized cannabis industry since its inception in Illinois. In 2014, Mr. Seder represented three separate clients vying for licenses in Illinois’ extremely regulated and heavily competitive selection process. All three of Mr. Seder’s clients obtained government approvals to operate in Illinois and each client obtained the highest score in at least one of the districts where its approvals were obtained. Mr. Seder has also represented clients that have received approvals in other states. Over the years, Mr. Seder has been a speaker on regulatory issues in the state-authorized cannabis industry on behalf of Law Seminars International and the American Bar Association as part of their Illinois Continuing Legal Education programs.

Government Contracting

Illinois is unique in that has strict laws that govern the conduct of bidders and contractors. Mr. Seder helps his clients navigate procurement issues in this heavily regulated arena. Mr. Seder has represented clients in all aspects of the Illinois procurement process. These services have included counsel on communication with public officials throughout the procurement process, implementing strategies in the bid process and subsequent protests, campaign finance law for bidders and contractors, marketing products and services to public bodies in ways that do not disqualify clients from contracting opportunities, and numerous other client-specific compliance issues. His clients have included prominent non-profit organizations and several Fortune 500 companies. Mr. Seder has also successfully represented bidders in the bid protest process. Mr. Seder has contributed articles for publication to the Illinois State Bar Association and the Illinois Manufacturers’ Association regarding State of Illinois procurement laws.

Outside General Counsel Services

Mr. Seder works with small businesses and entrepreneurs as an outside general counsel resource covering a variety of practice areas. The areas include but are not limited to intellectual property, employment, and general contracting matters. In practice areas not covered by his firm, Mr. Seder often manages the services of other outside lawyers for his clients.
